Ukraine received about USD 100 million to respond to health emergencies
The general fund of the state budget of Ukraine received about USD 100 million to support the Health Emergency Response Program. It should be noted that the Program is being implemented simultaneously with the Health Enhancement and Lifesaving (HEAL Ukraine) project, funded by the World Bank.
The state external borrowings were made by attracting a loan. The financing was provided under a loan agreement between Ukraine, as the borrower, and the Export-Import Bank of Korea, as the lender. Under the loan agreement, some planned disbursement-related indicators were met as part of the Health Enhancement and Lifesaving (HEAL Ukraine) project.
Five performance indicators (Performance Based Conditions or PBC) have been identified to assess the effectiveness of the project. These are indicators that assess the planning, organization, and management of resources to successfully achieve goals. After verification, the World Bank confirms the fulfillment of the PBC indicators, which allows attracting funds to the general fund of the state budget of Ukraine.
The HEAL Ukraine project has already attracted about USD 136 million to the general fund of the state budget for meeting performance indicators.
In particular, the following performance indicators were achieved:
- more than 5.2 million doses of basic childhood vaccinations were provided to children;
- more than 5.8 million people underwent an extended primary medical examination;
- more than 4.9 million people received discounted medicines under the state program “Affordable Medicines”;
- about 450 thousand people received mental health services;
- about 470 thousand people underwent rehabilitation;
- more than 3900 healthcare workers were trained to assist survivors of gender-based violence.
It should be recalled that in January 2024, the Agreement between the Government of Ukraine and the Government of the Republic of Korea on loans from the Economic Development and Cooperation Fund came into force. The Agreement provides for the provision of preferential loans from Economic Development and Cooperation Fund for the implementation of projects to be agreed between the parties.
Loans are provided under agreements concluded between the state of Ukraine and the Export-Import Bank of Korea. The Korean government has agreed to provide a loan to support Ukraine’s budgetary needs as part of the co-financing of the World Bank’s Health Enhancement and Lifesaving (HEAL Ukraine) project.
