Ukrainian rehabilitation specialists will enter medical data on the recovery of patients in the EHCS according to the International Classification of the ICF

The rehabilitation care system in Ukraine is at the stage of fundamental changes. The transformed rehabilitation system aims not only to restore a person's physical and psychological well-being, but also to fully return them to public life, and preserve their right to work and social contacts.  For this purpose, the electronic health care system (EHCS) introduces rehabilitation functionality based on the principles of the International Classification of Functioning, Disability, and Health (ICF).  Now the focus is not on the diagnosis or the disease but on the person and their path to recovery. 

The International Classification of Functioning, Disability, and Health (ICF) is a combination of medical, psychological, and social models of rehabilitation and is therefore critical for the effective work of a multidisciplinary rehabilitation team and comprehensive recovery of the patient. Another advantage of implementing the ICF is coordination between specialists of a multidisciplinary team and communication in the “unified language of rehabilitation”. Therefore, all information about the patient's recovery process will be synchronized and available to all members of their rehabilitation team. However, the ICF is not just about recovery within a medical institution. 

“The information collected and systematized by the multidisciplinary team will help teachers, social workers, specialists in other industries, systems and the state better understand human needs in the future,” comments Mariia Karchevych, Deputy Minister of Health for digital development. “And this, in turn, will significantly improve the quality of providing the entire range of services needed by a person and their family, as well as allow them to further create digital tools for interaction between medical, social, educational and other industries.”

Thus, based on the data in the EHCS, a profile of human functioning will be formed, which will simplify the implementation of social support measures in the future without additional bureaucratic burden.

Soon, all the necessary information for medical specialists about entering rehabilitation data in the EHCS will be available in the training course of the NHSU Academy “Documenting the process of providing rehabilitation care based on the International Classification of Functioning, Disability and Health (ICF)”. The implementation of rehabilitation functionality in the EHCS and the development of online training courses takes place within the framework of the project “Rehabilitation of war injuries in Ukraine”, which is funded with the support of Switzerland and the European Union in Ukraine. 

The development of an effective rehabilitation system is an initiative of first lady Olena Zelenska. The project “Rehabilitation of war injuries in Ukraine” is implemented by the Ministry of Health of Ukraine, the National Health Service of Ukraine, the Ministry of Social Policy of Ukraine, The Office of the President of Ukraine, the Adviser-Commissioner of the President of Ukraine on barrier-free issues, the charity foundation “Patients of Ukraine”, the Ukrainian Health Center and the Ukrainian Catholic University.
