Ukraine and France sign seven agreements worth EUR 51 million for the development of the medical sector
Today, in Kyiv, Minister of Health of Ukraine Viktor Lashko and Special Envoy of the President of France for Economic Assistance and Reconstruction of Ukraine Pierre Heilbronn signed seven agreements in the healthcare sector worth over EUR 51 million. This was done in the presence of First Vice Prime Minister of Ukraine and Minister of Economy Yulia Svyrydenko.
Agreements are being implemented within the framework of the Grant Intergovernmental Agreement between the Government of the French Republic and the Government of Ukraine signed in June 2024 for a total amount of EUR 200 million. This is to help restore and support critical infrastructure and priority sectors of the economy. The projects will be funded by the French government and implemented through French healthcare companies.
“By signing these agreements, we continue the practical implementation of a large-scale agreement between Ukraine and France. In March, we announced 19 projects to receive funding, and today we are signing seven agreements in the healthcare sector. These projects totaling €51 million will significantly strengthen our healthcare sector and help save thousands of lives. We are grateful to France for its solidarity and real support, which helps Ukraine not only survive but also develop.”
“Today we are taking another important step for the development of the Ukrainian healthcare system. The signed agreements worth more than EUR 51 million will allow us to significantly strengthen the medical infrastructure: 150 ultrasound machines will be launched in medical institutions across the country, 75 medical institutions will be provided with portable X-ray machines, 58 medical institutions will have new opportunities for rehabilitation after amputations, and 700 units of cardiopulmonary resuscitation equipment will help save lives. In addition, we are starting construction of a children's rehabilitation center in Vinnytsia and expanding telemedicine capabilities in six regions. We are grateful to France for this support, which allows us to continue developing the Ukrainian healthcare system even in the face of a full-scale war. This is not just an investment in medicine — it is an investment in the health and lives of Ukrainians.”
The signed agreements provide for the implementation of the following healthcare projects:
- Construction of a children's rehabilitation center in Vinnytsia and reconstruction of the rehabilitation department in Ladyzhyn (partner — Ginger International, funding amount — EUR 15 million).
- Provision of portable X-ray machines to 75 medical institutions in 5 regions: Kharkiv, Sumy, Dnipropetrovsk, Mykolaiv, and Odesa (partner — DMS Imaging, funding amount — EUR 10.98 million);
- Providing 58 hospitals throughout Ukraine (including Mykolaiv, Lviv, Ivano-Frankivsk, Truskavets, Chernihiv, Kyiv, Zaporizhzhia, and Odesa) with the latest technologies for rehabilitation after amputations through visual stimulation and phantom pain management (partner — Dessintey, funding amount — EUR 8 million);
- Procurement of 700 mechanized cardiopulmonary resuscitation devices — mechanical defibrillators and defibrillator monitors (EUR 5.92 million);
- Development of telemedicine networks in Odesa, Chernihiv, Zaporizhzhia, Donetsk, Kharkiv, and Zhytomyr regions (partner — C3Medical, funding amount — EUR 4.35 million);
- Creation of a network of autonomous micro-clinics based on rehabilitation facilities and training of local rehabilitation teams in Kyiv, Lviv, and Poltava (partner — Schiller Medical, funding amount — EUR 4.1 million);
- Provision of 150 ultrasound diagnostic systems that can be used in medical institutions in all regions of Ukraine (partner — Sonoscanner, funding amount — EUR 2.98 million);
Pierre Heilbronn, Special Envoy of the President of France for Economic Assistance and Reconstruction of Ukraine, emphasized that the agreements signed today are an important step in expanding bilateral cooperation and a practical implementation of France's support for Ukraine.
“France is fully committed to supporting Ukraine, which includes not only addressing the restoration of critical infrastructure, but also ensuring a better life for Ukrainians. That is why healthcare is a priority sector in terms of the number of projects funded by the French Support Fund for Ukraine. Our cooperation with Ukraine in the health sector aims to be as comprehensive as possible in both the short and long term. In total, France has allocated €130 million to support Ukraine's healthcare sector, including both today's €51 million in intergovernmental agreements and additional funding under other support programs. Our projects involve the entire ecosystem of stakeholders — our ministries, operators, companies, hospitals, and institutes. They cover a wide range of Ukraine's urgent needs in this area: from rehabilitation after amputations to the development of telemedicine, including the creation of specialized rehabilitation centers for children. Healthcare plays a key role in Ukraine's recovery process, and France remains committed to providing full support in this area.”
The signing took place as part of the presentation of projects implemented under the Grant Agreement between the Government of the French Republic and the Government of Ukraine. In addition to the seven medical projects signed today, the Grant Agreement provides 12 more projects implementation in the fields of infrastructure, energy, demining, and water supply worth about €149 million.
