Three years of full-scale war in numbers: russians damaged 1984 and destroyed another 301 medical facilities in Ukraine

The full-scale war waged by russia against Ukraine has had a significant impact on the healthcare system. The destruction and damage to medical infrastructure, as well as the difficulty of providing medical care in areas close to active combat zones, have become significant challenges that are being overcome.

The enemy systematically and purposefully attacks civilian infrastructure, including healthcare facilities. During the three years of full-scale war, russians damaged and destroyed 2,285 medical facilities (1984 damaged, 301 destroyed).

Hospitals in Kharkiv, Donetsk, Mykolaiv, Kyiv, Chernihiv, Dnipro, Kherson, and Zaporizhzhia oblasts suffered the greatest losses. It is impossible to obtain complete information on the destruction of medical facilities in the temporarily occupied territories.

In addition, russians damaged 242 ambulances, destroyed another 273 and stole 80.

The Government of Ukraine, the World Bank, and the European Commission have prepared a document entitled Rapid Damage and Recovery Needs Assessment (RDNA3). According to it, the current needs of the healthcare sector are estimated at about USD 17 billion, of which the short-term needs for 2024-2026 are USD 3.6 billion. However, given the constant rocket terror, these needs are growing.

At the same time, despite numerous attacks and shelling, one of the state’s priorities is to restore damaged infrastructure. The restoration of medical facilities damaged during the war continues at state expense and with the support of international partners. As a result, doctors continue to provide medical services and patients have unimpeded access to the necessary medical care.

So far, 594 medical facilities have been fully restored, and another 370 have been partially restored. Most of the facilities have been restored in Mykolaiv, Dnipro, Kyiv, Kharkiv, Kherson, and Chernihiv oblasts. These are medical facilities on the territories liberated from occupation, as well as those that have suffered minor damage: broken windows, roof and facade damage, etc.

In 2024, 124 medical facilities damaged by russian attacks were successfully rebuilt and put into operation, including:

  • Chernechchyna Primary Health Care Center, Khukhra Outpatient Clinic of General Practice -Family Medicine;
  • Chernihiv Regional Hospital, Department of Oral and Maxillofacial Surgery and Surgical Dentistry;
  • the first stage of reconstruction of the polyclinic building of the Chernihiv Central District Hospital, etc;
  • Makariv Primary Health Care Center, Kyiv oblast;
  • Makariv Medical Outpatient Clinic of General Practice - Family Medicine;
  • Bashtanka Multidisciplinary Hospital of the Bashtanka City Council of Mykolaiv oblast, 3-storey medical building;
  • Borodianka Primary Health Care Center,
  • Zahaltsi Outpatient Clinic of General Practice -Family Medicine, etc.

Thanks to the UNITED24 platform, it was possible to raise funds for the restoration of medical infrastructure. In 2024, thanks to the support of the global initiative, six projects for the renovation of medical facilities were launched, of which three were completed.

In addition, the process of restoring access to the most necessary medical services for citizens continues in the frontline areas. In particular, modular primary care clinics and modular stations for emergency medical teams are being set up in these regions. The project is being implemented as part of a partnership between the Ministry of Health of Ukraine and the World Health Organization.

The Ministry of Health of Ukraine and its partners will continue to work to restore the medical infrastructure.

It should be recalled that the outpatient clinic in the Kyiv oblast was restored after being heavily damaged by the russians at the beginning of the war.
