The priority task for local authorities and hospital management is to use the funds of subvention allocated by the government in a timely manner and complete the construction of shelters on time - Viktor Liashko
Funding for 45 projects to equip shelters in Ukrainian medical facilities was allocated as part of a subvention to local budgets from the state budget of Ukraine. The list of facilities was determined by a special commission of the Ministry of Health of Ukraine.
Currently, 20 facilities have been fully completed, most of which have already been put into operation, and some more are currently in the process of being put into operation. The remaining 25 facilities are at various stages of completion and construction works are still in progress.
The current situation with the arrangement of shelters in hospitals was discussed during a meeting of the Minister of Health of Ukraine Viktor Liashko with representatives of regional military administrations, heads of regional health departments and heads of medical institutions.
“Expanding the network of shelters in hospitals is crucial to create safe conditions for both medical staff and patients. Last year, the Ukrainian government allocated one billion hryvnias for this purpose,” said Minister of Health Viktor Liashko. “Currently, 20 sites have been completed, and the rest are in the final stages of construction. All work should be completed as soon as possible. The projects are being implemented with co-financing from local budgets, and the regional military administration management confirmed that the necessary funds are available. Making the decisions necessary to speed up all processes is a matter of personal responsibility of the management of the regional military administration and medical institutions. We must make every effort to ensure safe conditions in medical institutions.”
The funding for the construction of shelters has been allocated to 45 medical facilities in Dnipropetrovsk, Donetsk, Zhytomyr, Zaporizhzhia, Mykolaiv, Sumy, Ternopil, Poltava, Rivne, Kharkiv, Kherson, Lviv, and Khmelnytskyi oblasts.
The subvention was aimed at implementing projects related to the new construction, reconstruction, restoration, and overhaul of the fund of civil defense facilities in medical institutions in accordance with current building standards.
It should be noted that the lists of projects to be submitted to the Ministry of Health were compiled by the regional and Kyiv city state (military) administrations, which prioritized them according to the following criteria:
- the territorial proximity of medical institutions to the area of active hostilities or the temporarily occupied territories of Ukraine;
- availability of autonomous heating, water supply, and electricity sources in the medical institution;
- a contract with the NHSU for the packages of medical services “Surgical operations for adults and children in inpatient settings” and “Inpatient care for adults and children without surgical operations”.
It should be noted that last year, the Cabinet of Ministers of Ukraine allocated one billion hryvnias to create safe conditions in healthcare facilities.
