The Government adopted the State Strategy on Drug Policy through 2030, and the Operational Plan for its implementation

The Cabinet of Ministers of Ukraine has adopted the State Drug Policy Strategy through 2030 and approved the operational plan for its implementation from 2025 to 2027. The State Strategy builds upon the drug policy framework that was in place until 2020.

It establishes a systematic approach to treating disorders due to drug use and aims to transform society's attitude toward individuals with addictions. It also promotes the introduction of high-quality, evidence-based, and patient-centered treatment models that align with international best practices. The action plan includes cross-sector efforts to continuously raise public awareness about drug policy, particularly within educational institutions, workplaces, and the healthcare system. Another key component focuses on combating discrimination against individuals with mental or behavioral disorders caused by the use of narcotic drugs, psychotropic substances, and their analogues.

The Strategy also includes measures to promote healthy lifestyles and create supportive environments, especially for children, adolescents, young adults, military personnel, and veterans. It further provides improved access to essential narcotic drugs for medical purposes, expands harm reduction and diagnostic programs, and offers psychosocial support to those in need.

The state drug policy aims to reduce the use of psychoactive substances and combat their illegal trafficking. Its goal is to protect individuals' rights and enhance their psychosocial, medical, psychological, and economic well-being. The adoption of this Strategy represents one of Ukraine's commitments to integrating into the global and European communities. Furthermore, improving national policies on the regulation of narcotic drugs, psychotropic substances, their analogues, and precursors aligns with the United Nations' Sustainable Development Goals.
