The draft budget for 2025 envisages almost UAH 211 billion in healthcare spending

The Government has adopted and submitted the draft state budget for 2025 to the Verkhovna Rada.

According to the adopted draft for 2025, total expenditures on healthcare will amount to UAH 210.7 billion. More than UAH 175 billion is envisaged in the draft budget for 2025 to finance the Medical Guarantee Program. This will enable medical institutions to provide free, accessible and high-quality medical care in key areas. In particular, UAH 25.6 billion is allocated for primary healthcare and UAH 144.6 billion for specialized healthcare. Of this amount, UAH 80.2 billion is allocated for inpatient specialized medical care for adults and children, and UAH 15.6 billion for outpatient medical services. UAH 11.4 billion is allocated for emergency medical care.

In addition, UAH 6.9 billion is allocated for the Affordable Medicines reimbursement program to reimburse the cost of medicines and medical devices. This means that patients will continue to be able to receive more than 500 medicines included in the list free of charge or with a partial co-payment.

Funding for the pilot project on dental prosthetics and dental treatment for the military and veterans will continue. It is planned to allocate almost UAH 750 million for this purpose. It also provides for almost UAH 190 million to ensure the right of servicemen and other persons to biological parenthood (motherhood) — for the collection, cryopreservation and storage of reproductive cells of servicemen, which will be guaranteed by the state.

UAH 11.8 billion will be allocated for centralized procurement of medicines and medical devices. This includes priority procurement of medicines and medical devices for the treatment of cancer and cardiovascular diseases, viral hepatitis, and medical devices for orthopedic, traumatology, and neurosurgical surgeries. For the first time, it is planned to procure medicines and medical devices for patients requiring intensive care, as this implies the need for expensive medicines and medical devices, such as consumables for acute dialysis, in vitro oxygenation, antibiotics, etc.

Almost UAH 160 million is planned to be raised to encourage healthcare professionals to work in healthcare facilities, particularly in rural areas. The funds will be used to compensate for payments related to the purchase of housing in connection with moving to a new place of work, as well as to provide payments for medical graduates who will work in rural areas.

Almost UAH 4.4 billion are to be allocated for the public health system and epidemic control measures.

A subvention of UAH 1.4 billion from the state budget to local budgets is envisaged to cover the current expenses of healthcare institutions, including blood service institutions, medical and social expert commissions, provision of children with rare diseases with medical food, etc.

Capital expenditures for healthcare will be provided for separately. Expenditures for construction (restoration, reconstruction, etc.) and provision of medical equipment will be provided for as part of public investment projects in accordance with the list approved by the Strategic Investment Council.
