Strengthening Ukrainian hospitals with power equipment for uninterrupted operation: summary and key results

Despite systemic threats from russia and new challenges posed by the full-scale war, the Ministry of Health and its partners continue to work actively on the autonomy of healthcare institutions.

We are talking about generators, Starlink stations, wells, autonomous boilers, etc. The availability of uninterruptible equipment in hospitals allows them to operate fully and stably even during power outages.

Currently, Ukrainian medical institutions have 11,820 generators to ensure stable operation. The Ministry of Health has successfully coordinated the delivery of 3,650 new generators to medical institutions. This was made possible through fruitful cooperation with international partners and benefactors, in particular:

  • The UNITED24 platform has delivered 652 generators, and another is in the process of delivery.
  • WHO provided 254 units.
  • Within the framework of joint projects with the Global Fund to Fight AIDS, Tuberculosis and Malaria, 173 generators were received.
  • The U.S. Agency for International Development (USAID) donated 43 generators.
  • UNOPS delivered 250 pieces of equipment.
  • 100 generators were received from the European Commission.
  • As part of the Warming the Country program implemented jointly with the UAE and the State Property Fund, 601 generators were received.
  • The STAND WITH UKRAINE Foundation provided 55 units.
  • Other international partners provided 1,292 generators.

In addition, another 143 generators are expected to be delivered as part of cooperation with the German Embassy, which will further strengthen the energy independence of medical facilities.

If necessary, the generators will provide power, allowing hospitals to operate during emergency outages. Thanks to autonomous power supplies, intensive care units, operating rooms and critical equipment will be able to operate without interruption, saving patients’ lives and health. As a reminder, hospitals with inpatient departments must have at least one generator as a condition for contracting with the National Health Service.

The Ministry of Health of Ukraine emphasizes that it is the responsibility of hospital managers to ensure stable and full operation of medical facilities in the event of emergencies. The management of the medical institution should take care of the fuel reserve for generators and check their performance.

Particular attention is also paid to ensuring the autonomy of hospitals that are part of a capable network.

Out of 636 such healthcare facilities, 297 (47%) are fully autonomous. They have their own boilers, wells, and generators.

561 (88%) healthcare facilities in the network are provided with a backup heat source (boiler room) and 376 (59%) have their own wells.
