More than 100 healthcare digitalization projects planned for 2024

The third meeting of the eHealth Development Coordination Office was held under the chairmanship of Health Minister Viktor Liashko. It was created to ensure effective interaction between partners and manage the development of eHealth. The event was organized with the support of the USAID’s Health Reform Support Project in partnership with the Ministry of Health of Ukraine.

This time, the topic of the meeting was the results of 2023 and planning for the next year.

“Digitalization has long been synonymous with comfort: simplified procedures and convenient services. The digitalization of the healthcare sector makes life easier for doctors, patients, and government institutions. 2023 was a difficult year. And 2024 will not be easy either. There are many wishes for the digitalization of processes. Our Ministry is interested in developing this area. We need the eHealth Development Coordination Office to clearly understand the opportunities and move towards the implementation of priorities,” Viktor Liashko notes.

Thus, in 2023, several digital projects were implemented at the EHCS. In particular, thanks to new services, it is possible to:

  • purchase prescription drugs with an electronic prescription from a doctor;
  • receive immunosuppressive and painkillers, as well as test strips for glucose meters by e-prescription as part of the reimbursement program;
  • issue COVID certificates for patients who have been vaccinated abroad.

The electronic healthcare system now has the functionality to record rehabilitation interventions. More than a million records (using the ICF) have been made on rehabilitation for 125,000 patients.

Also in 2023, the pilot of the electronic stock management system for medicines and medical devices “e-Stock” was launched, which various teams have been trying to implement for at least the last 5 years.

New modules of the MedData system have also been developed, including the Humanitarian Aid, Vaccination, and Accounting modules.

UNITED24 raised over UAH 1.5 billion for healthcare needs. Using digital tools, the needs were collected and 13 armored evacuation vehicles, 191 ambulances, and the necessary equipment and medical supplies were purchased. Two medical facilities were also restored.

In 2023, the Electronic System of Epidemiological Surveillance (ESES) was introduced and its functionality expanded.

Among other things, the digitalization of military medical commissions has begun. In addition, the introduction of telemedicine in Ukraine has reached a new level, including the adoption of a telemedicine development strategy and legislative changes, and the integration of humanitarian telemedicine solutions into healthcare facilities.

Work continues to modernize state registries, and new systems and registries in the healthcare sector are being implemented based on Diia.Engine.

Some new projects and continuation of existing ones are planned for the next year. There are 142 digital projects in total.
