Medevac Ukraine program: over 1,200 Ukrainians received free medical treatment and rehabilitation abroad in 2025
In 2025, 1,230 Ukrainians affected by the war received free medical treatment and rehabilitation abroad through the Medevac Ukraine program. Over the program’s three and a half years of operation, 6,273 Ukrainians have accessed care at medical facilities in 33 countries worldwide. The majority of patients are military personnel and veterans. The countries hosting the highest number of patients include Germany (1,803), Latvia (820), Norway (467), the Netherlands (460), and Poland (454).
The program was launched in April 2022 through a partnership between the Ministry of Health of Ukraine, the European Union, the World Health Organization, and the governments of European countries. Treatment abroad is provided free of charge and financed by the host countries.
Ukrainian patients may receive both emergency and planned medical treatment abroad free of charge. Applications for participation in the Medevac Ukraine program are initiated by a treating physician with the consent of a patient or their representatives. The eligibility criteria are listed on the program’s official website.
After a patient's documents are submitted, the Ministry of Health of Ukraine forwards the request via a dedicated electronic system. European countries then review the request, consult with healthcare facilities, and determine the possibility of admitting the patient for treatment. Transportation to the host country is arranged by regional emergency medical and disaster response teams, and within Europe, by the medical teams of the host countries.
