International partners assessed the implementation of the HEAL Ukraine project in cooperation with the Ministry of Health
A joint mission of the World Bank and the Council of Europe Development Bank took place as part of the mid-term review of the "Health Enhancement and Life-Saving" (HEAL Ukraine) project. The Ministry of Health of Ukraine is the implementing agency of this initiative.
The mission aimed to assess implementation progress, evaluate the results achieved so far, identify key challenges, and determine ways to address them.
Over the course of four days, dedicated sessions were held focusing on key areas such as procurement, financial management, mental health and rehabilitation, and environmental and social safeguards.
In addition, specific attention was paid to reconstruction, capital repairs, and construction of healthcare facilities. Within the framework of the HEAL Ukraine project, a major renovation of the medical outpatient clinic in Novyi Bykiv, Chernihiv Oblast, was completed, and the construction of a new hospital building for the Irpin Central City Hospital is nearing completion. In Vinnytsia Oblast, more than 50% of the planned major renovation works of the Koziatyn Primary Health Care Center have already been completed, and restoration works continue at the outpatient clinic in the city of Vinnytsia. Capital repair works are also underway at the outpatient department of the Nosivka City Hospital named after F.Ya. Prymak in Chernihiv Oblast.
In May 2025, construction began on a new diagnostic and treatment building at the Khmelnytskyi Regional Children’s Hospital. This year, construction is also expected to begin at the Mykolaiv Regional Children’s Clinical Hospital, the Rivne Central City Hospital, and the Phoenix Comprehensive Rehabilitation Center in the village of Zhabka, Volyn Oblast. Priority attention is also given to the Lisova Polyana Mental Health and Rehabilitation Center, the National Rehabilitation Center "Tsybli" in Kyiv Oblast, and the 4.5.0 Rehabilitation Center in Uzhhorod.
The mission program included monitoring visits to the regions. In Zhytomyr Oblast, the delegation visited the family medicine outpatient clinic in the village of Raigorodok, where a 7 kW photovoltaic solar power station was installed as part of HEAL Ukraine. The installation includes 16 solar panels on the clinic roof and both a grid-tied and hybrid inverter system with battery storage. Additional safety features such as grounding, lightning protection, and inverter fail-safes have also been implemented.
In Khmelnytskyi, the team inspected the construction site of the regional children’s hospital, where work continues on the treatment and diagnostics building, engineering networks, oxygen supply systems, and upcoming installation of medical equipment.
The delegation also visited the rehabilitation unit of Khmelnytskyi City Hospital, which has received modern rehabilitation equipment funded by HEAL Ukraine. This includes a rehabilitation treadmill, parallel bars for walking recovery, universal staircase modules for walking on inclined surfaces, a ceiling lift with slings, treatment couches, and other equipment.
Deputy Minister and Chief State Sanitary Doctor of Ukraine Ihor Kuzin, who also serves as the HEAL Ukraine Project Coordinator, emphasized that the project was originally developed in response to the acute phase of the full-scale invasion. Today, the project is evolving to support the stable operation of Ukraine’s healthcare system, recovery and modernization of war-damaged facilities, and overall improvement of healthcare efficiency.
