HEAL Ukraine project implementation in 2024: results and key indicators
In 2024, the implementation of the joint project of the Ministry of Health and the World Bank “Health Enhancement and Lifesaving” (HEAL Ukraine) continued. The project is aimed at restoring and improving Ukrainians’ access to essential healthcare services, meeting new and urgent healthcare needs, providing financial protection in emergency situations, etc.
Due to the high level of fulfillment of performance indicators - Performance Based Conditions (PBC) - in 2024, the general fund of the state budget of Ukraine attracted more than USD 236 million. In particular, the following results were achieved in terms of performance indicators:

The project procured and delivered 75 electric vehicles and 175 diesel off-road vehicles, which were transferred to primary health care centers throughout the country in accordance with the current needs of the regions.
This year, more than 3,000 units of rehabilitation equipment have been purchased, with a total cost of more than UAH 160 million, in particular:

This will help ensure that patients have uninterrupted access to the necessary medical services.
In addition, more than 1,500 modern laptops, more than 200 units of network and server IT equipment, etc. were purchased and transferred to healthcare institutions and facilities.
Also, as part of the HEAL Ukraine investment component, the construction of the medical building of the Irpin Central City Hospital and the restoration of the outpatient clinic of the Bobrovytsia Primary Healthcare Center are underway.
