Construction of a modern rehabilitation center at Dubno City Hospital is ongoing
The Minister of Health of Ukraine, Viktor Liashko, visited Dubno City Hospital in the Rivne oblast (region), where work is currently underway to establish a modern rehabilitation center. During his visit, he reviewed the progress of the construction and discussed the next steps for implementing the initiative, including equipping the center with the necessary equipment and organizing its future operations.
“The development of rehabilitation is one of the key areas in the transformation of the healthcare system today. It is important to us that high-quality rehabilitation care is available across the country, closer to people’s place of residence and in conditions that are convenient for patients. Dubno Hospital already provides rehabilitation care under the Medical Guarantees Program, but there is a need for expansion. That is why a major infrastructure project is underway here: the renovation of the building into a modern rehabilitation center, which will increase opportunities for both inpatient and outpatient rehabilitation and provide better conditions for patients.”
The project involves renovating and expanding Building No. 1 (Urology Department) to expand medical rehabilitation services. This will enhance the facility’s capacity, significantly increase the volume of outpatient rehabilitation, and allow care to be provided to a larger number of patients without adding extra strain to inpatient services. Importantly, rehabilitation services are offered free of charge under the Medical Guarantees Program.
Specifically, the project involves a complete renovation of the existing facilities and the construction of new ones. The center’s total area will exceed 2,800 square meters, with more than 1,600 square meters comprising new space.
A modern rehabilitation center will be established here, featuring rooms for physical therapy and assistive technology (rehabilitation aids), as well as individual offices for psychologists, all designed according to accessibility principles. Additionally, plans include adding 30 more inpatient beds and creating a protective shelter with a capacity for 132 people.
In 2025, UAH 223 million was allocated for the project, of which UAH 187 million was spent on construction and installation works. An additional UAH 29.1 million is planned for 2026, primarily to complete the center’s outfitting with the necessary equipment.
This initiative is part of a public investment project designed to address the needs of war veterans, internally displaced persons, and other patients requiring comprehensive rehabilitation following injuries and illnesses. Detailed information on the progress of the reconstruction and project implementation can be accessed through the DREAM public investment management system via the link.
In total, UAH 10.5 billion of state funds have been allocated for the implementation of public investment projects in 2026. Including international financial support from the World Bank Group, the total funding will amount to UAH 19.1 billion. These funds will be used to continue existing initiatives, launch new projects, and purchase modern medical equipment.
As a reminder, the “Development of Rehabilitation Care” is the Ministry of Health’s flagship project, implemented as part of the National Strategy for Creating a Barrier-Free Environment in Ukraine, initiated by Ukraine’s First Lady, Olena Zelenska.
The key message of the project is: “Barrier-free means being able to navigate the path of support without obstacles,” which aligns with the core principles of the nationwide social change campaign, “Barrier-Free Means You Can.”
