A strategy for the development of modern medical education in Ukraine was presented in Lviv

Ukraine will implement the concept of a modern university hospital based on international standards. It will be based on the clinical departments of Danylo Halytsky Lviv National Medical University (LNMU). This is one of the components of a pilot project that will be implemented in a higher education institution in the next two years. The main goal of the project is to strengthen the practical component of medical students’ education and provide the institution with real managerial autonomy. To do this, LNMU will be reorganized into a state non-profit enterprise and will have a dual status: higher education institution and health care institution.

The peculiarities of the pilot project implementation and the university's development strategy were presented at the conference “Synergy for Health: Uniting Efforts for Global Change” dedicated to international medical partnership in education. The event was held in Lviv with the participation of the First Lady of Ukraine, the Minister of Health, international partners, representatives of higher medical education institutions and medical facilities.

“Medical education is an important part of the European integration and transformation processes in the healthcare sector. This includes the quality of training of future doctors. Attempts to transform it have been going on for years, and one of the biggest problems is the excessive amount of theoretical training and insufficient practical training. And without full access (for both students and teachers) to the practical provision of medical care, high-quality training of healthcare professionals is impossible. We have a large network of clinical bases of departments of higher education institutions - more than 600 healthcare facilities - but the European model of university hospitals has not been implemented in Ukraine. Today, the creation of multidisciplinary university hospitals is not only an option, but also an obligation, particularly in the context of European integration processes.”

The model of Ukraine’s first university hospital is being implemented in Lviv. It will operate according to modern international standards and will provide primary, specialized and rehabilitation medical care. To maximize the integration of education and medical practice, the university hospital will function as an organizational unit of the university’s clinical departments. This will help ensure that medical curricula meet the ever-changing clinical needs. Meanwhile, the hospital will have more efficient operations, which will optimize patient flow, reduce waiting times, and allow doctors to see more patients and focus solely on patient outcomes.

To combine the roles of a teacher and a doctor (which is the basis of quality medical education), the university will have the right to deviate from the qualification characteristics of the positions. At the same time, LNMU will have the autonomy to determine the decent remuneration of their labor. Academic staff will be required to have at least 20 hours of medical practice per week, and medical professionals will participate in the educational process. It will also be mandatory for students to be involved in the provision of medical care under the guidance of a doctor from the first year of study, subject to the patient’s informed voluntary consent. Practical training will be at least 15 academic hours per week. The university will also have the right to involve foreign specialists in the provision of medical care and training of foreign applicants.

At the same time, the implementation of the pilot project is a step towards the creation of an innovative medical cluster at LNMU so that students’ worldview in medicine is formed on the basis of the best world practices.”

The LNMU will be financed under contracts (a payment model similar to the Program of Medical Guarantees): for training specialists under the state order, conducting research and providing medical care to patients. The Ministry of Health will pay for utility costs, development and support costs. Funding from other sources not prohibited by law is also allowed.

In addition, LNMU will build strategic partnerships in priority areas. Given the global trends and the Ukrainian context, two priority areas have been identified: mental health and physical rehabilitation. The pilot project in the field of mental health will be Nadiya, a rehabilitation center for the physical and psychological rehabilitation of Ukrainian children who have suffered losses, injuries, and trauma as a result of a full-scale war. A memorandum of cooperation with the Foundation of the Children’s Hospital and Research Institute “Nadiya” (Finland) was signed in October 2024.

The pilot project at LNMU was developed with the support of the USAID Healthcare Reform Support Project. This is just one of the first steps of the medical education reform. Its successful implementation will lay the foundation for reforming and integrating our education into the European educational space.
