A new surgical building with an anti-radiation shelter is being prepared for opening in Zaporizhzhia
Ukraine’s Minister of Health, Viktor Liashko, paid a working visit to Zaporizhzhia Oblast. During the visit, he inspected several healthcare facilities in the region where infrastructure modernization is underway and met with healthcare workers.
In particular, Minister of Health Viktor Liashko, together with Ukraine’s Prime Minister Yuliia Svyrydenko, visited the newly built surgical building of the Healthy Family Territorial Medical Association of the Zaporizhzhia Regional Council. Installation of medical equipment and furniture, landscaping of the surrounding area, construction of a children's playground, and installation of outdoor lighting systems are currently being completed. The new building is designed to accommodate 49 beds. It will house modern operating theaters, an intensive care unit, and intensive care wards. The building also includes a radiation shelter with a capacity for 144 people.
The work is being carried out as part of a public investment project with a total value of UAH 583.6 million. In 2025, UAH 293 million was allocated from the state budget for its implementation, of which UAH 291.2 million has been used. An additional UAH 150 million has been allocated this year.
The new building will expand the hospital’s surgical capacity, increase the number of surgical procedures performed, improve conditions for patients and healthcare workers, and ensure the continuity of care during emergencies.
The Healthy Family Territorial Medical Association is a multidisciplinary healthcare facility providing paediatric, surgical, rehabilitation, mental health, perinatal, and reproductive healthcare services. Its structure includes a children's inpatient department, a Level III perinatal centre for managing high-risk pregnancies, childbirth, and neonatal care, a reproductive health centre, a social support and temporary care unit for children under the age of four, and a mental health centre.
Overall, the facility has a capacity of 415 beds and includes 18 inpatient departments. More than 13,000 patients receive medical care here each year, the majority of whom are children. The facility’s specialists perform nearly 4,000 surgeries annually and provide more than 70,000 outpatient consultations.
The facility is also equipped with backup power systems, including solar power plants with energy storage systems. These systems help maintain the operation of critical units, including operating theatres, intensive care departments, laboratories, and diagnostic equipment during power outages.
“In a frontline region, a hospital must be ready to operate under any circumstances: during air raid alerts, power outages, and other emergencies. This principle is at the core of the newly built surgical building of the *Healthy Family* Territorial Medical Association, which includes modern operating theatres, an intensive care unit, intensive care wards, and a radiation shelter. Once operational, the new building will enable the hospital to perform more surgical procedures, admit more complex patients, provide better working conditions for medical teams, and ensure the uninterrupted delivery of care. This represents an important strengthening of the healthcare system’s capacity in Zaporizhzhia Oblast. Despite the war, we continue to invest in the development of healthcare infrastructure to ensure patients have access to high-quality, accessible, and free medical care.”
During the visit, Viktor Liashko also reviewed the progress of the reconstruction of the cardiology building at Municipal Hospital No. 9 of the Zaporizhzhia City Council. Demolition works are currently underway. Once completed, the hospital will have a modern, barrier-free medical facility that meets current construction, healthcare, and safety standards. The project also includes the installation of a new MRI scanner, which will expand the hospital’s diagnostic capabilities. The total cost of the reconstruction exceeds UAH 252 million. The main share of the funding—UAH 188.8 million—comes from the special fund of the state budget under the Ukraine Recovery Programme, financed by the European Investment Bank.
Overall, in recent years the state has invested more than UAH 937 million in the healthcare infrastructure of the Zaporizhzhia region through construction projects and the procurement of medical equipment.
As part of the working visit, Viktor Liashko also met with primary healthcare professionals at the Left Bank Primary Healthcare Centre No. 2. The discussion focused on the functioning of the healthcare system in a frontline region, financing under the Medical Guarantees Programme, remuneration, workforce support, and access to healthcare services for people living in local communities.
In 2026, the National Health Service of Ukraine signed contracts with healthcare providers in Zaporizhzhia Oblast worth more than UAH 5 billion. Of this amount, UAH 615 million has been allocated for primary healthcare.
Primary healthcare providers operating in areas of active hostilities and sparsely populated areas receive 20% higher funding for each patient declaration. In addition, primary healthcare facilities operating in areas of active or potential hostilities are exempt from the application of reduction coefficients for patient visits and the value of patient declarations.
Since these changes were introduced in 2025, primary healthcare providers in Zaporizhzhia Oblast have received more than UAH 31.5 million in additional funding, including more than UAH 21.4 million in 2026 alone. At the same time, the average monthly salary of a primary healthcare physician reached more than UAH 29,500 in May 2026—over UAH 5,000 higher than a year earlier. Among physicians with a patient load exceeding 70% of the optimal number of patient declarations, the average monthly salary is now around UAH 35,000.
