Minister of Health of Ukraine Viktor Liashko took part in the final meeting of the Congress of Local and Regional Authorities under the President of Ukraine held in Lviv. The Minister said that in 2025, more than UAH 175.5 billion will be allocated from the state budget to finance the Program of Medical Guarantees. Also, a subvention of UAH 1.3 billion will be allocated from the state budget to local budgets for the operation of blood services and orphanages.

“Today, providing Ukrainians with access to modern and high-quality healthcare is a priority that can only be realized by joining efforts at all levels. Despite the war, the Ministry of Health of Ukraine continues to work on modernizing the medical infrastructure to ensure that hospitals have all the conditions to provide high-quality, affordable and free medical care. This can be achieved by consolidating efforts at the central and local levels, as well as by actively engaging international donors to cooperate to make the process as efficient as possible.”

The Minister also added that the main changes in the healthcare sector for the next year include the creation of a single medical space by including all public healthcare institutions in the PMG, ensuring free services for patients, expanding the reimbursement program “Affordable Medicines”, fully meeting the need for donated blood and blood components, etc.

Another priority in the healthcare sector is the restoration and reconstruction of Ukraine’s medical infrastructure. Despite the workload and challenging conditions, the Ministry of Health of Ukraine and its partners continue to restore hospitals to ensure that Ukrainians have access to essential medical services. In particular, one example is the DREAM digital system, which provides a single digital route and space for all projects, reconstruction and restoration and ensures their transparent and efficient implementation at the national, regional and local levels. Thus, for 2025, 15 priority investment projects from 12 regions of Ukraine at a total cost of more than UAH 2.6 billion were selected, including:

  • Kharkiv oblast - Kharkiv Regional Clinical Hospital, Kovcheg underground hospital and the Regional Cancer Center;
  • Mykolaiv oblast - Mykolaiv Regional Children’s Clinical Hospital and Mykolaiv Clinical Hospital of War Veterans;
  • Rivne oblast - Rivne Regional Hospital of Veterans of War in Klevan and Dubno City Hospital;
  • Dnipropetrovsk oblast - Kryvyi Rih City Clinical Hospital No.2;
  • Zhytomyr oblast - completion of the new surgical building of the Novohrad-Volyn Territorial Medical Association;
  • Ivano-Frankivsk oblast - a rehabilitation center at the Ivano-Frankivsk Regional Clinical Hospital;
  • Kyiv oblast - Slavutych City Hospital;
  •  Lviv oblast - Lviv Regional Clinical Psychiatric Hospital;
  • Sumy oblast - Health Recovery Center in Taranske village;
  • Kherson oblast - Kherson Regional Children’s Hospital;
  • Chernihiv oblast - Rehabilitation center based on the former Cardiac Center in Chernihiv;
  • Chernivtsi oblast - the building of the Infectious Diseases Department of the Chernivtsi Regional Hospital.

The Ministry of Health also continues to provide hospitals with expensive medical equipment, including cyclotrons, linear accelerators, computerized tomography scanners, magnetic resonance imaging, angiographs, etc.

In 2025, it is planned to purchase cyclotrons at a total cost of UAH 866.7 million, which will be distributed to Lviv National Medical University, the National Cancer Institute, and the University Hospital of the Shupyk National Healthcare University of Ukraine in Kryvyi Rih.

Next year, hospitals will also receive 6 more linear accelerators at a total cost of UAH 347 million, purchased at the expense of the state budget. As a reminder, 15 units at a total cost of UAH 541 million have already been delivered in 2024.

In 2025, 27 MRI machines at a total cost of UAH 1.2 billion will be delivered to Ukrainian medical institutions, in addition to the 15 MRI units already delivered in 2024. Procurement is carried out centrally at the expense of the state budget (UAH 1.3 billion) and under a grant agreement between the Japan International Cooperation Agency (JICA) and the Government of Ukraine under the Emergency Recovery Program to strengthen Ukrainian healthcare institutions with the latest equipment purchased at the expense of the Government of Japan (UAH 525 million). Another five MRI units are being procured.

In 2023-2024, 36 CT scanners at a total cost of UAH 419 million were delivered, and another 20 units at a total cost of UAH 273 million will be delivered in 2025.

In 2023-2024, 28 angiographs at a total cost of UAH 895 million were delivered, and another angiograph at a total cost of UAH 29 million will be delivered in 2025.

In addition, in 2025, UAH 283 million is allocated for the centralized procurement of CT scans, X-rays, and medical equipment (laboratory equipment, MRI, endoscopes, defibrillators, lung ventilators, ultrasound, etc. It should be noted that the procurement and supply of critical equipment will continue in accordance with the current needs of the regions.

As part of one of the joint projects of the Ministry of Health and the World Bank, Health Enhancement and Lifesaving (HEAL Ukraine), UAH 2.7 billion is planned for the restoration and reconstruction of infrastructure facilities. This includes the rehabilitation center “4.5.0” Transcarpathian Regional Hospital in Uzhhorod, Khmelnytskyi Regional Children’s Hospital, Phoenix Center for Comprehensive Rehabilitation, Central City Hospital of Rivne City Council, Irpin Central City Hospital, and Mykolaiv Regional Children’s Hospital.

The project also provides funding for the repair of rehabilitation departments in the amount of UAH 120 million and has already purchased more than 3,000 pieces of medical equipment. By the end of this year, modern rehabilitation equipment will be transferred to 194 healthcare facilities across Ukraine.

The project continues to improve and strengthen primary health care, in particular, the Bobrovytsia Primary Health Care Center, Nosiv Primary Health Care Center, Koziatyn Primary Health Care Center, Center of Primary Health Care No. 4 in Vinnytsia. Vinnytsia, Hadiach Primary Health Care Center - Serhiivka Outpatient Clinic of General Practice of Family Medicine and Kitsman Primary Health Care Center in Chernivtsi oblast. The total cost of reconstruction works at the hospitals is UAH 68.8 million.

As part of the HEAL Ukraine project, UAH 124.5 million is planned to be allocated for the development of 60 psychological relief spaces in primary healthcare centers, which will help bring mental health services closer to communities.

Another important step in 2024 was the ratification by the Verkhovna Rada of Ukraine of framework agreements on official support for the project to build modular hospitals in Ukraine and the project to modernize the diagnosis and treatment of breast cancer. The governments of Ukraine and France signed two framework agreements on strengthening cooperation during the Ukraine Recovery Conference (URC2024) in Berlin.

Thanks to the cooperation, it is planned to purchase and install 25 modern mammography machines at a total cost of more than UAH 500 million for high-quality diagnosis and treatment of oncology. In addition, as part of the modular hospitals, a project is underway at the Nizhyn Central City Hospital named after Mykola Halytsky.

In addition, the Heal Ukraine project continues to support the energy independence of primary health care facilities in the face of systematic shelling and bombing by russia of energy infrastructure. Thus, photovoltaic power plants consisting of solar panels, inverters and batteries will be installed for 130 primary healthcare facilities. It is planned to increase the number of facilities for the installation of photovoltaic power plants, which will ensure a certain stability of the institutions’ operation.

The process of installing solar panels manufactured by Enel S.p.A. in healthcare facilities is underway. The equipment was supplied as part of the joint project of the Ministry of Health, the Ministry of Energy of Ukraine, and the European Commission called Ray of Hope. It involves equipping 80 healthcare facilities with energy equipment at a total cost of UAH 578 million.

As part of the “Further Improvement and Strengthening of Primary Health Care” component of the Heal Ukraine project, 175 Renault Duster cars and 75 electric vehicles were purchased. The cars were distributed among medical institutions in accordance with the current needs of the regions.

The Minister of Health of Ukraine emphasized that the Ministry of Health, together with its partners, continues to work to ensure that the Ukrainian healthcare system not only survives, but also effectively withstands the challenges of a full-scale war and develops despite the difficult conditions. Viktor Liashko added that the interaction of state and local governments to provide Ukrainians with affordable healthcare services must be clear and effective in order to save the lives and health of patients.
