12 private PHC providers signed agreements with the NHSU
Twelve private PHC providers have signed agreements with the National Health Service of Ukraine (NHSU) and will receive funding under the new healthcare financing model. A complete list of agreements signed between the NHS of Ukraine and primary care facilities, including private PHC providers, was published on the NHSU official website. For the first time ever, private PHC and physicians will have a precise list of services to provide, and the state will pay for these services under a modern capitation model.
On June 27, 2018 the NHSU published on its official website a list of agreements signed with private PHC facilities and physicians, which will now provide free-of-charge primary care services to patients and will be paid by the NHSU under the new financing model. Twelve private PHC providers that signed agreements with the NHSU are located in different Ukrainian regions: Kharkiv, Zhytomyr, Nova Kakhovka (Kherson oblast), Kyiv, Dnipro, Krolevets (Sumy oblast), Mirnohrad (Donetsk oblast), Slobidka (Lviv oblast), Svitlovodsk (Kirovohrad oblast), Khrystynivka (Cherkasy oblast), and Bershad (Vinnytsia oblast).
The NHSU has the same standard agreements for both private and communal health care facilities. Regardless of the form of ownership, all contracted PHC providers will provide a clearly defined set of primary care services and operate under the new rules and procedures. Patients who sign a declaration with one of the contracted private physicians will receive a full list of guaranteed primary care services free of charge, since the NHSU will pay these providers for their services under the new financing model.
Starting July 1, 2018, the NHSU will pay contracted primary care providers an age-adjusted capitation per declaration at a rate which is significantly higher than in traditional funding model – the base tariff is currently set at 370.00 UAH per patient a year.
As of June 5, 2018, the National Health Service of Ukraine signed contracts with 149 primary care facilities nationwide serving 8 million Ukrainian patients. In total, 20 oblasts of Ukraine and the city of Kyiv have already joined the transformation process.
On July 25, the National Health Service will announce the second wave of signing contracts with primary care providers, allowing primary care providers to start operating under the new financing model in October 2018.
