In 2024, new modular primary care clinics and a modular station for emergency medical services were installed in Odesa, Kharkiv, Kherson, Sumy, and Chernihiv oblasts. The project was implemented as part of a partnership between the Ministry of Health of Ukraine and the World Health Organization to ensure that patients have access to the most necessary medical services despite the full-scale war. The European Union funds the project.

“These modular clinics are being set up in the regions most affected by the war, where medical facilities have been severely damaged. The Ministry of Health, the WHO, and our partners are committed to providing Ukrainians with access to the most necessary medical services. Thus, in 2024, 12 modular clinics will be installed, which plan to serve about 50 thousand patients in different regions of Ukraine.”
Viktor Liashko, Minister of Health of Ukraine

New modular clinics in the regions will improve patients’ access to the necessary primary health care.

Mobile teams consisting of doctors and nurses will work in the facilities. Each of the installed clinics has all the necessary amenities, including electricity, sanitary facilities, waiting rooms and patient examination rooms. The outpatient clinics are also provided with the necessary equipment and are ready to work in the event of emergency power outages, including generators for uninterrupted power supply.

It should be noted that each clinic can be installed in 10-14 days and is a long-term solution with a service life of more than 10 years. The modular medical facilities are integrated into Ukraine’s healthcare system to effectively meet the challenges and consequences of a full-scale war.

“This project is important because it combines emergency response and early recovery, providing quick and sustainable access to medical care. Since 40 percent of attacks on the healthcare system in Ukraine are occurring on primary care, these modular clinics offer a vital solution - staffed by national medical personnel to maintain a continuum of care for their communities.”
Dr. Jarno Habicht, WHO Representative in Ukraine, Head of the WHO Office in Ukraine
“The russian invasion of Ukraine has caused devastating damage to the healthcare sector. Thousands of people have been left without the necessary medical care, especially in the frontline areas where the situation remains critical. Modular clinics play an important role in providing vital medical services in regions where infrastructure has been severely damaged.”
Marianna Franco, Head of the EU Humanitarian Aid Office in Ukraine

It should be noted that the frontline regions and those close to the combat zones have been under continuous shelling and air bombardment by the russian federation since the beginning of the full-scale war. As a result, many civilian infrastructure facilities, including medical facilities, were damaged or destroyed. In addition, some parts of the regions were occupied by the russians and suffered extensive damage.

For reference. Modular Clinics is a WHO response and recovery project in Ukraine that offers a quick and long-term solution to an acute problem. As part of the project, 12 modular clinics were set up in 2024 with EU financial support, and another 17 were set up in 2023 with support from the EU, Germany, and the Humanitarian Fund for Ukraine. In general, modular facilities have been installed in Kherson, Kharkiv, Sumy, Mykolaiv, Chernihiv, Odesa, Donetsk, and Zhytomyr oblasts.
