100 million euros for community development: how Ukraine Recovery Programme contributes to the reconstruction of medical facilities
Ukraine is getting new opportunities to rebuild its infrastructure and develop its communities thanks to the Ukraine Recovery Programme III, supported by the European Investment Bank (EIB). EUR 100 million has been allocated for this phase, which will be used to restore critical infrastructure and develop communities, including the reconstruction of medical facilities.
Particular attention will be paid to cluster hospitals and perinatal centers in the healthcare sector. Projects will be selected and prioritized by the Project Office and the DREAM platform. The DREAM digital system provides a single digital route and space for all projects, reconstruction and restoration, and ensures their transparent and efficient implementation at the national, regional and local levels.
As part of the Programme implementation, an integrity group will be established, consisting of specialists with relevant reputation and experience. Its main task will be to evaluate projects for compliance with cost, implementation time, and other reputational risks.
Key conditions for participation in the program:
- Projects should be in line with the development strategies of the community and the state.
- The facilities must be in municipal ownership.
- Mandatory co-financing from the local budget (at least 23%).
- The project implementation period is up to 18 months.
It should be recalled that the restoration and reconstruction of Ukraine’s medical infrastructure is a priority in the healthcare sector. Despite the workload and difficult conditions, the Ministry of Health of Ukraine and its partners continue to restore hospitals to ensure that Ukrainians have access to the necessary medical services. Thus, for 2025, 15 priority investment projects from 12 regions of Ukraine have been selected for a total of over UAH 2.6 billion.
For reference: Ukraine Recovery Programme is part of the public investment reform aimed at restoring critical infrastructure and improving the quality of life in war-affected communities. Under the previous two phases of the program, 225 projects worth more than EUR 500 million have already been implemented.
