1.6 billion hryvnias to be allocated for the reconstruction and modernization of healthcare facilities under the implementation of investment projects

The Cabinet of Ministers of Ukraine has approved a resolution on "Certain matters regarding the provision of grants-in-aid from the state budget to local budgets for the implementation of public investment projects in healthcare." The resolution outlines the mechanism for allocating and utilizing 1.6 billion hryvnias from the state budget to local budgets for the implementation of regional investment projects.

“The full-scale war has caused significant damage to Ukraine’s medical infrastructure, with hundreds of hospitals damaged or destroyed. According to the latest assessment by the World Bank, the needs for healthcare sector recovery over the next 10 years are estimated at 19.4 billion USD. Modernizing healthcare facilities is our priority, as high-quality healthcare must be accessible to everyone. The allocation of 1.6 billion hryvnias for the implementation of 10 crucial infrastructure projects across various regions will create safe, comfortable, and state-of-the-art conditions for both patients and healthcare workers. By investing in the healthcare system, we are safeguarding the health of Ukrainians and strengthening the resilience of the medical infrastructure.”
Viktor Liashko, Minister of Health of Ukraine.

It is important to highlight that the grants-in-aid are intended solely for the implementation of public investment projects in healthcare facilities of municipal ownership that have undergone evaluation in line with the Procedure for the preparation, submission, evaluation, and definition of prioritization criteria for public investment project concepts for 2025.

The Ministry of Health (MOH) is the main budget authority and the responsible executor of the budget program. The budgetary authorities at lower levels include business entities, organizations, structural units of property management and public utility services, construction, as well as urban planning and architecture departments of local state administrations, which are authorized by the budgetary authority to implement the activities outlined in the budget program.

In total, budgetary funds will be directed towards the implementation of the following public investment projects:

  1. The construction of a new rehabilitation building for war veterans and internally displaced persons at the Rivne Regional War Veterans Hospital in the village of Klevan, Rivne oblast.
  2. The construction of a surgical unit at the Novohrad-Volynske City-District Territorial Healthcare Association in the city of Zviahel, Zhytomyr oblast.
  3. The reconstruction of the outpatient clinic building into a hospital with inpatient facilities and a consulting and diagnostic center in the city of Slavutych, Kyiv oblast.
  4. Restoration of the main building of the Lviv Regional Clinical Psychiatric Hospital.
  5. Reconstruction of the Mykolaiv Regional Children's Clinical Hospital.
  6. Capital repairs of buildings and structures of the Health Recovery Center and the Center for Culture, Leisure, and Sports in the village of Taranske, Sumy oblast.
  7. Construction of the first part of the diagnostic and treatment building of the Regional Oncology Center in the city of Kharkiv.
  8. Reconstruction of the buildings of the Kharkiv Regional Clinical Hospital with the installation of a civil protection facility (shelter).
  9. Reconstruction of the Emergency Department of the Kherson Regional Children’s Clinical Hospital.
  10. Renovation (restoration) of the buildings of Infectious Disease Block No. 12 and Emergency Infectious Department Block No. 14 at Chernivtsi Regional Clinical Hospital (including the installation of civil protection facilities).

It should be noted that the government's decision will contribute to the effective use of the grants-in-aid funds from the state budget to local budgets for the implementation of public investment projects, as well as being aimed at the reconstruction and modernization of healthcare facilities.
