The Ukrainian government approved medicines procurement under the 2018 budget funds

The Cabinet of Ministers of Ukraine approved the first part of the Resolution that specifies the list and demand of medicines and medial products for procurement under the 2018 budget funds.
The challenges and failures of the Ministry of Health’s public procurement and supply program resulted in a gap of available medicines in the country during 2013-2015. In 2015, the Ministry of Health of Ukraine addressed international organizations requesting support in medicines procurement.
Now is the first time since 2014, when the Ministry of Health of Ukraine managed to ensure efficient medicines procurement schedule. Development of nomenclatures began in November 2017, and the Resolution was approved 7 months earlier then in 2015.
Approved by the Resolution list and range of medicines and related medical products formed the basis for reference for the international specialized organizations that will carry out purchases and procurement.
The Resolutions provides for the medicines procurement under the nine following programs:
I. Centralized procurement of medicines for children with dwarfism (nanism) of various origins;
II. Centralized procurement of consumables for determining the glucose level in the blood, glycosylated hemoglobin;
ІІІ. Centralized procurement of medicines for citizens with Gaucher disease;
IV. Centralized procurement of contraceptives for women with serious diseases;
V. Centralized procurement of medicines and small laboratory equipment for treatment of women with infertility with application of the assisted reproductive technologies (ART);
VІ. Centralized procurement of consumables for peritoneal dialysis;
VІІ. Centralized procurement of anti-D immunoglobulin for prevention of hemolytic disease of the newborn;
VІІІ. Centralized procurement of medicines for treatment of patients with mucopolysaccharidosis;
IX. Centralized procurement of medicines for treatment of adults with Hemophilia.
Other medicines procurement programs will be approved in the near future.
Contracting with international organizations will start in April, 2018.
The Resolution " On approval of the list of medicines and medical products purchased on the basis of purchase agreements (contracts) with specialized organizations that carry out purchases” for the 2018 Budget Funds under Budget Program No. 2301400 "Provision of medical activities for individual government programs and integrated programmatic activities" will be published on the official website of the Cabinet of Ministers of Ukraine in the near future.
