The Ministry of Health has reached 70% fulfillment of obligations under the Association Agreement with the EU

The Pulse of the Agreement, an information and analytical system for monitoring the implementation of the Association Agreement, has revised the status of fulfillment of obligations in the healthcare sector. It now stands at 70%, which is 4% higher than in 2022.

The percentage of fulfillment has increased due to the completion of a number of European integration regulations in the healthcare sector. In particular, in the regulation of social policy and labor relations, sanitary and phytosanitary measures, as well as in the public health sector.

“Implementation of European standards in the Ukrainian healthcare sector is not only our movement towards the EU and fulfillment of European integration tasks, but also measures to improve the health of Ukrainians. Each implemented directive, each fulfilled and implemented clause of the agreement is another step towards increasing the duration and quality of life by preserving the health of Ukrainians,” said Maryna Slobodnichenko, Deputy Minister of Health for European Integration.

Since the beginning of 2023, the Ministry of Health has finalized the regulations implementing:

  • requirements for ceramic products intended for contact with food (Order of the Ministry of Health No. 2373 of 29.12.2022);
  • requirements for materials and items made of regenerated cellulose film intended for contact with food (Order of the Ministry of Health No. 2374 of 29.12.2022);
  • a list of substances, products, production processes, household and natural factors that are mutagenic to humans, and hygienic regulations for the maximum permissible concentration of mutagens in the air of work areas (Order of the Ministry of Health No. 201 of February 03, 2023);
  • list of hazardous substances prohibited for use in Ukraine (CMU Resolution No. 86 of January 31, 2023);
  • the procedure for assessing the level of danger of exposure of employees to biological agents and the unified list of biological agents that pose or may pose a danger to human health (Order of the Ministry of Health No. 365 of 22.02.2023);
  • special protective measures in production processes, laboratories and animal facilities (Order of the Ministry of Health No. 186 of January 31, 2023);
  • the procedure for assessing the risks associated with exposure to hazardous chemicals and the maximum biological values of chemicals (Order of the Ministry of Health No. 8 of January 3, 2023);
  • limit and working levels of industrial vibration and the procedure for assessing the level of danger of vibration exposure to an employee (Order of the Ministry of Health No. 285 of February 13, 2023);
  • limit and working values of noise exposure in the workplace (Order of the Ministry of Health No. 540 dated 23.03.2023);
  • the procedure for assessing the level of danger of noise exposure to an employee and the actions of employers in case of detection of the danger of noise exposure to employees (Order of the Ministry of Health No. 572 of 28.03.2023);
  • minimum requirements for the health and safety of workers exposed to electromagnetic fields (Order of the Ministry of Health No. 81 of January 13, 2023);
  • the possibility of entering information on consent to posthumous donation in a driver's license (CMU Resolution No. 271 of 28.03.2023);
  • additional legislative acts on the investigation of serious adverse events and reactions related to the collection, testing, processing, storage, distribution and sale of donated blood and blood components, as well as during or after transfusion (Order of the Ministry of Health No. 2225 of 09.12.2022) 
  • the regulatory framework for the creation of an information and communication complex of the blood system (CMU Resolution No. 143 of February 17, 2023).

In addition, thanks to the coordinated work of all branches of government, in March the Verkhovna Rada adopted in the first reading draft law No. 8290, which is intended to improve the regulation of food security and livestock development. A number of provisions of this draft law will allow consumers to receive safe products, in particular by strengthening hygiene requirements and more detailed labeling (implementation of EU Regulation No. 178/2002).

In late March, the government released its annual report on the implementation of the EU-Ukraine Association Agreement. As of the end of 2022, Ukraine was able to fulfill 72% of all obligations under the agreement. Overall progress in implementing the agreement in 2022 increased by 9%.
