The Government has adopted a resolution that will allow confirming the qualifications of doctors who are employed abroad
The Cabinet of Ministers of Ukraine has adopted a resolution “On approval of the procedure for verifying information on the education, qualifications and professional experience of medical, pharmaceutical and other healthcare workers”.
Its adoption is due to the need to verify information about the professional status of healthcare workers who are employed abroad, including those who left Ukraine during martial law.
As a result of russia’s full-scale war against Ukraine, many doctors, nurses and other healthcare workers were forced to leave Ukraine and plan to temporarily find a job in their specialty in other countries. They apply to the Ministry of Health with a request to issue a document confirming their professional status (education, qualifications, professional experience).
So, according to the resolution:
- A healthcare worker must apply for verification to the management body* of the healthcare institution where they worked before leaving Ukraine. They must fill out a verification form (the template is given in the appendices to the resolution) and provide scan copies of supporting documents.
- Verification is carried out by collecting and verifying the accuracy of documents on the employee's education, qualifications and professional experience.
- After the verification is completed, the verifier enters the results obtained in the electronic statement.
- In case of a positive result of the check, the verifier issues a certificate of education, qualifications and professional experience of the employee (in Ukrainian and English). A scan copy of the certificate is sent to the email address specified by the medical worker in the verification questionnaire.
The deadline for conducting the check and making a decision on its results is 30 calendar days from the date of receipt of the medical worker's application by the management body of the healthcare institution.
The publication of such a document is a common practice for the countries of the European Union. Several partner countries of Ukraine have already expressed their readiness to create a simplified employment procedure for Ukrainian medical workers. This practice will enable Ukrainian medical workers to temporarily find a job in their specialty in foreign medical institutions, as well as provide advanced training through the exchange of knowledge and experience with European doctors.
