the approved procedure defines for the ukrainian citizens the rules for choosing a primary care doctor: general practitioner, pediatrician or family physician. this procedure is mandatory for all primary care providers in ukraine.

Healthcare reform will start in early 2018. What should patients and doctors expect

at the initial healthcare reform implementation stage, the changes will touch upon the level of primary care only, i.e. family doctors, physicians and pediatricians. in developed countries, primary care professionals treat up to 80% of patients without hospitalization (on an outpatient basis) – they apply modern knowledge, use basic equipment, the most common analyzes and prescribed medications.

on december 28, 2017 president of ukraine signed draft laws nos. 6327 and 7117 providing for the full-scale reform launch and first actual improvement in the ukrainian health system starting next year. the law ‘on state financial guarantees for the provision of healthcare services’ shall enter into force one month from the date of its publication and come into effect on january 1, 2018. the law ‘on improvement of accessibility and quality of healthcare services in rural areas’ shall enter into force on the day following the date of its publication.

on october 19, 2017, the verkhovna rada of ukraine adopted the first law launching the long-awaited process of change in the health care system in the country. the transformation of the primary health care and treatment and implementation of the so-called principle “the money follows the patient” are expected to start in early 2018, after the president signs this law. and after the adoption of the complete package of laws, the national health service of ukraine will be introduced to conduct the procurement of healthcare services for patients and manage budget to finance medical institutions.

today, on november 14, 2017, the verkhovna rada of ukraine adopted in the second reading draft law no. 7117 ‘on improvement of accessibility and quality of health care services in rural areas’ with 280 people's deputies having voted ‘for’. as part of the ongoing healthcare reform in ukraine, this draft law provides for cooperation with the local authorities in reforming rural medicine and addressing the urgent issues: the rural doctor shortage and poorly equipped outpatient clinics or rural health posts.
